Mousekeeping and Bellhop are non-tipped roles at WDW (I don't know about the Hotels of the DLR, honestly). However, it is customary when staying a hotel (Disney or not) to tip the bellhop if he brings your bags to your room, and to leave a few dollars per day for Housekeeping. How their management reconciles these two factors of what the contract says and what etiquette says, I don't know, but I think more often than not (particularly for Mousekeeping, who can't go through the normal procedure of refusing three times since they're normally there when the Guests aren't), they let them keep it.
