Let me go ahead and set the record straight regarding the "refillable" mugs. They are only able to be used for refills at the hotels and water parks on property. The 4 major parks (due to health code) cannot accept containers back over the counters for refills. If it is an open guest accessible soda station, they can be refilled.

It's no different that people feeding seagulls. They do it because it's fun to watch the birds and because no one takes the time to enforce the rule. Disney is no exception. They do not enforce the rules uniformly. If a CM tries, the SG complains and gets half the park free. There is no reason for a CM to endure the wrath of the SG only to be made to look like a fool. Apparently it bothers us, the regular rule following guests, way more then it bothers Disney.
I used to conduct seminars with bus drivers entitled "Let it Go". Don't sweat the small stuff. We all need to do that same thing. Do things the way we feel good about...let others worry about themselves.
