What about DLR? Do they allow guests to wear costumes? If so, when?

Yesterday, I did see the guests dress up. Allot of witches and monsters in Frontierland.
Then again, when driving home from my friend's house, there were allot of kids and parents out there. They were out in groves. I have never seen so many kids.
Yesterday to add, the park was quiet. BTRR had a 10 minute wait, Pirates had a 10 minute wait, HM had a 40 minute wait. Not bad and getting to see the shows. Walking down MS was not bad at all.
