It is established Disney policy that only children can wear costumes in the parks with the exceptions I know of being MNSSHP nights at the MK, Star Wars Weekends at DHS (then only Star Wars costumes), and during Halloween parties at DL.

A big part of the problem is that they were allowed into one park before being denied entry to another. They should've been denied entry to the first park. Seems to me being let into one park gave them the idea that it was okay to be dressed up like that.

It is no secret that adults can't wear costumes in Disney parks, especially costumes of our characters. If she wanted to visit in costume she should have come to a Halloween party where her costume would be allowed.

I think the question is whether other guests might mistake the costumed guests for cast members. It doesn't really matter if those are walk-around characters in the park, just that they are Disney related. Most guests probably don't know which Disney characters appear and which don't.

I've seen one guy dress as Waldo wandering the parks. No one gave him any problems and many kept saying "I found him". ;)

Exactly. And as a parent, I somewhat expect that any costumed person I encounter, other than a small child, is a CM, on duty. Sure I know most of the mainstream characters. But I do sometimes encounter a new character, one I am not familiar with. Many parents might never have heard of Merida, but they will have some confidence that she is a disney "official character" with a CM friend, even if she is roaming the MK. After all, they expect that a costumed character they see in a Disney park is a genuine Disney character. Guest just expect that.
To encounter a costumed individual in the MK who was a non familiar character would lead one to assume that this is a true, CM befriended, character. If I later learned that it was just a guest in costume, it would at the very least creep me out !

Don't costumed characters usually have a CM escort with them? That would be an easy way to tell if a wandering character's official or not.

It hard to tell for the guests who are the real characters between people are dressing up. Characters often wonder without an escort.
The only cast members one might see wandering around without a CM escort are those that aren't wearing a costume head. The CM are there to help guide the characters to their locations, as it is hard to see out of the heads their costumes have. I frequently see Peter Pan all by himself, near the Crystal Palace, at the Magic Kingdom. I have also seen Jack Sparrow wandering near his spot close to the Tortuga restaurant. I did see what appeared to be coordinators tailing him.

All characters have an attendant with them. You might not see them directly next to them, but they're there. Usually organizing the line.
