All the PAR does is give Disney the go ahead to begin preliminary development (see the rest of the story from D23 below). I'm thinking there will be a lot of political hoops that Disney will have to jump through and it's going to be a long time from development to actual park. "The PAR approval...

Well, its not quite his pants he drops, ;) but I agree. The late 20s cartoons are important and interesting Disney history and hardly resemble the mouse we see today. AquaDuck! Good Morning America had a quick feature on it this morning.
