The problem with CT is that DLR is much more strict with it's availability requirements than WDW is. California-Site CTs basically have to be fully available during the predefined peak periods and aren't allowed to work outside of that. My guess would be that WDW does have that priority, since it is the largest property with the most terminals. I am fairly sure that if I was to check my CDS from DL I would be able to.
